Mercer's 2021 Cost of Living city rankingMercer’s 2021 Cost of Living city ranking reveals the most and least affordable locations for international employees worldwide. The index reflects the prices of over 200 items in the fields of housing, transportation, utilities, food, domestic supplies, home services, personal care, clothing, recreation and healthcare, and alcohol and tobacco. It also highlights essential factors such as currency fluctuations, cost inflation and accommodation price instability, which employers need to take into account when determining the cost of expatriate packages.

Luxembourg is in 63rd place in the ranking. While this is higher than in 2020, when the city ranked 83rd, it is still well behind many other European cities such as Copenhagen (16th), London (18th), Paris (33rd), Amsterdam (44th) and Brussels (53rd).
